Modellen har kommit i fokus sedan Danmark utmärkt sig som ett land som har lyckats halvera sin arbetslöshet sedan 1993 och har en jämförelsevis låg ungdomsarbetslöshet. Som namnet antyder innebär flexicurity en kombination av flexibilitet, det vill säga hög rörlighet på arbetsmarknaden, och trygghet för arbetstagaren, som när den blir arbetslös får hög a-kassa. Den danska flexicurity -modellen förenar hög grad av flexibilitet på arbetsmarknaden (”flexibility”) med ett socialt skyddsnät vid arbetslöshet (”security”). Grundsynen är att näringslivet är föränderligt och att både företag och medarbetare är kapabla och villiga att söka sig nya vägar.
